2. CHARACTERISTIC OF THE CURRENT STATE OF PHYSICAL CULTURE,
SPORT, TOURISM WITH INDICATION OF BASIC INDICATORS
SOCIO-ECONOMIC DEVELOPMENT OF KRASNOYARSKY KRAI
The concept of long-term socio-economic development of the Russian Federation for the period up to 2020, approved by the Order of the Government of the Russian Federation of November 17, 2008 N 1662-r, defines the strategic goal of the state policy in the field of physical culture and sports - the creation of conditions that orient citizens towards a healthy lifestyle, including physical education and sports, the development of sports infrastructure, as well as increasing the competitiveness of Russian sports.
The issues of the development of physical culture and sports are included in the Main directions of activities of the Government of the Russian Federation for the period up to 2018, approved by the Chairman of the Government of the Russian Federation D.A. Medvedev 01/31/2013 N 404p-P13.
The directions for the development of physical culture and sports until 2020 are established by the Strategy for the development of physical culture and sports in the Russian Federation for the period until 2020, approved by the Order of the Government of the Russian Federation dated 07.08.2009 N 1101-r, and the state program of the Russian Federation "Development of physical culture and sports ", approved by the Decree of the Government of the Russian Federation of April 15, 2014 N 302. The main expected end result of their implementation provides for the sustainable development of physical culture and sports, characterized by an increase in quantitative indicators and a qualitative assessment of the changes occurring in the field of physical culture and sports.
To achieve the goal of state policy in the field of physical culture and sports, by 2020 it is necessary to increase the number of citizens who are systematically involved in physical culture and sports. At the same time, it is necessary to solve the problems of training the sports reserve, the development of high-performance sports.
It is planned that in general in the Russian Federation:
the share of citizens of the Russian Federation who systematically go in for physical culture and sports in 2015 will be 30% of the total population of the Russian Federation, and in 2020 - 40%;
the share of people with disabilities and people with disabilities who systematically go in for physical culture and sports, in 2015 will be 10% of the total population of this category of the population, in 2020 - 20%;
the share of pupils and students who systematically go in for physical culture and sports, in 2015 will be 60% of the total number of pupils and students, in 2020 - 80%;
the level of provision of the population of the Russian Federation with sports facilities based on a one-time bandwidth sports facilities will be 30% in 2015, 48% in 2020.
The development of mass physical culture and sports in the Krasnoyarsk Territory is carried out through the formation of a network of sports clubs at the place of residence of citizens. As of July 1, 2014, 427 sports clubs operated at the place of residence of citizens in the Krasnoyarsk Territory. In order for the process of creating a network of sports clubs at the place of residence of citizens to be comprehensive, a specialized website has been created in the information and telecommunications network Internet with the address www.sportclub24.ru, the sports day "My sports yard" is held annually, refresher courses for employees of sports clubs at the place of residence of citizens, regional contests among sports clubs at the place of residence of citizens, among instructors of sports clubs at the place of residence of citizens, a methodological guide has been prepared on the creation and operation of sports clubs at the place of residence of citizens.
In sports clubs at the place of residence in the Krasnoyarsk Territory, as of July 1, 2014, 50108 people are engaged, which is 7.1% of the total population of the Krasnoyarsk Territory, systematically involved in physical culture and sports.
In the municipalities of the Krasnoyarsk Territory, more than 5,000 physical culture and sports events are held with a total number of participants exceeding 360,000 people.
At the beginning of 2014, the number of sports facilities different types in the Krasnoyarsk Territory (from flat playgrounds built by economic means to complex sports facilities) amounted to 5787 units.
As part of the implementation of the long-term target program "Children" for 2010 - 2014, approved by the Resolution of the Government of the Krasnoyarsk Territory of 23.11.2009 N 600-p, 130 modern sports yards and sports grounds were built at the bases of educational organizations of the Krasnoyarsk Territory. Sports equipment was purchased for 380 general education organizations of the Krasnoyarsk Territory, which made it possible to improve the level of provision of general education organizations of the Krasnoyarsk Territory with sports equipment from 52% to 60%.
In the Krasnoyarsk Territory, 24.7% of the population of the Krasnoyarsk Territory (704,410 people) were systematically involved in physical culture and sports as of December 31, 2013, which is 9.8% more than as of December 31, 2008 (14.9% of the population of the Krasnoyarsk Territory , or 430,930 people).
In general, with a significant and consistently positive dynamics of the share of the population of the Krasnoyarsk Territory, systematically engaged in physical culture and sports, registered in the period from 2009 to 2013, according to the results of 2013, the Krasnoyarsk Territory for the first time reached the average Russian value of this indicator.
As a result of the implementation of federal, regional, municipal target programs, as well as at the expense of extra-budgetary sources in the Krasnoyarsk Territory, 415 sports facilities were commissioned, reconstructed and taken into account, including more than 20 indoor sports facilities, which made it possible to increase the number of sports facilities from 5309 units in 2008 up to 5787 units in 2013, one-time throughput of sports facilities - from 129,887 people in 2008 to 143,767 people in 2013, the level of provision of the population of the Krasnoyarsk Territory with sports facilities based on the one-time throughput of sports facilities - from 23.66% in 2008 to 26.52% in 2013.
In the Krasnoyarsk Territory, as of January 1, 2014, 120 organizations of additional education were operating, implementing educational programs in the field of physical culture and sports for children. The number of children attending children's and youth sports schools and specialized children's and youth sports schools of the Olympic reserve, as of January 1, 2014, amounted to 64,200 people.
The number of state institutions of the Krasnoyarsk Territory training members of the sports teams of the Krasnoyarsk Territory and provided with high-tech inventory and equipment for training events as of January 1, 2014, amounted to 17 units.
The implementation of individual measures of the state program is not provided for
target indicators of the state program:
the forest cover of the Krasnoyarsk Territory will remain at the level of 45.2%.
Performance indicators of the state program:
the ratio of the actual volume of timber harvesting to the established permissible volume of timber withdrawn by 2018 will reach 17.1%;
the ratio of the area of artificial reforestation to the area of deforestation as a result of clear felling by 2018 will reach 7.2%;
the share of leased forest land in the total forest land area by 2018 will remain at the level of 16.1%;
the share of timber harvesting by selective felling in the total timber harvesting by 2018 will remain at the level of 6.2%;
the share of the area of valuable forest plantations in the composition of forest lands covered with forest vegetation by 2018 will remain at the level of 79.0%;
the share of the area of forests that have been removed from the composition of forest lands covered with forest vegetation due to the impact of fires, pests, felling and other factors in the total area of forest lands covered with forest vegetation will decrease to 0.128% by 2018;
the share of forest fires caused by the fault of citizens in the total number of forest fires by 2018 will decrease to 32.9%;
the share of large forest fires (no more) in the total number of forest fires by 2018 will decrease to 3.6%;
the share of forest fires eliminated within the first day from the date of detection (by the number of cases) in the total number of forest fires by 2018 will increase to 90%;
the ratio of the area of sanitary and recreational activities carried out to the area of dead and damaged forests by 2018 will increase to 8.2%;
employment of graduates under the programs of secondary vocational education at the enterprises of the forest industry of the region in 2014 will reach 78.0%;
the share of students doing practical training at forestry enterprises in 2014 will reach 80.0%;
proportion of students enrolled in training modern technologies forestry, in 2014 will reach 75.0%;
the volume of payments to the budgetary system of the Russian Federation from the use of forests located on the lands of the forest fund, per 1 hectare of forest land, by 2018 will increase to 9.5 rubles / ha;
the ratio of the number of cases with identified violators of forest legislation to the total number of registered cases of violation of forest legislation by 2018 will increase to 89.8%;

As a result of the implementation of the activities of the subprogram, an increase in the efficiency of the use of the forest fund is guaranteed, taking into account its conservation and restoration, a reduction in forestry losses from forest fires, from forest pests and diseases.
The implementation period is 2014-2018.
As a result of the implementation of the activities of the subprogram, the losses of forestry from forest fires, from pests and forest diseases will be significantly reduced.
The protection of forests on the territory of the region will be ensured through the implementation of primary fire safety measures on the total area of the forest fund - 158.7 million hectares.
The implementation period is 2014.
The result of the subprogram is the implementation of the educational program.
During the implementation of the subprogram, the system of retraining and advanced training of forestry specialists will be improved, and the efficiency of use will be increased. budget funds by ensuring the financial and economic independence of the educational institution through the implementation of new principles of financing (based on the state assignment).
The implementation period is 2014-2018.
As a result of the implementation of the activities of the subprogram, it is planned to create conditions for effective, responsible and transparent management of financial resources within the framework of the implementation of the established functions and powers.
Subroutines are interdependent, the execution of the activities of one subroutine may depend on the execution of the activities of another subroutine. The subroutines are given in Appendices N 4-7.
7. Information about the distribution of planned costs
by subprograms of the state program
The planned expenditures of the subprograms of the state program are aimed at:
use of the forest fund, taking into account its preservation and restoration;
protection and protection of the forest;
development of professional education in the field of forest relations;
ensuring the implementation of the state program and other measures, including the provision of state services (works), in accordance with state assignments.
Information on the distribution of planned expenditures by individual subprograms, indicating the main administrators of the regional budget funds, as well as by the years of implementation of the state program, is given in Appendix No. 1 to this state program.

In the region, interaction with 10 state, including the Federal State Autonomous Educational Institution of Higher Professional Education "Siberian Federal University", and 1 non-state institutions of higher education located on the territory of the region is carried out. 18 branches of other Russian universities also conduct educational activities in the region.

The Ministry of Education and Science of the Krasnoyarsk Territory brings state assignments for the provision of public services (works) to 11 autonomous and 120 budgetary subordinate educational institutions.
