II. Filling in the parameters of the form N 1-P (fish)
7. The indicator "Catch of fish and production of other aquatic biological resources" includes data on the catch of all types of fish, invertebrates (crustaceans, molluscs, echinoderms), algae, marine mammals (whales, sea animals) caught in the exclusive economic zone of Russia, economic ( fishing) zones of foreign countries and open areas of the World Ocean, in internal natural reservoirs, reservoirs and ponds.
When filling out this section of the form, one should be guided by the lists of aquatic biological resources and fishing areas given in Appendices No. 1 and No. 2 to this form.
8. Raw fish sent to feed dogs (Kamchatka, the Okhotsk coast, etc.), as well as cultured fish are included in the total fish catch, including each specific species. Raw fish used for the production of non-food products should not be shown in total, but included in the type of fish to which it belongs.
Economic entities of all forms of ownership, which fully or partially surrender raw fish for further processing to other business entities, provide data on the total fish catch, including those submitted for further processing, in the report.
9. Fish farms in the data on fish catch include fish raised and delivered to the trading network or processing economic entities, as well as deposited for overexposure in special cages and basins and accepted for safekeeping.
10. Not included in fish catch data:
Fish consumed by fishermen in the fishery for their own food (in the boiler), as well as used for bait;
Raw fish and confiscated goods received for processing from third-party economic entities;
Pond fish, sold as a material for breeding (fry, underyearlings, yearlings), as well as two-year-old herbivorous fish (silver carp, grass carp).
11. The extraction of shell rock for the production of shell grains and feed meal is reflected according to code 514 (Appendix N 1).
12. Data on the catch of fish and the catch of other aquatic biological resources are given in tons, the catch of sea animals and whales - in tons and heads.
13. Catch information is provided for each fishing area and each fishing target, as well as the total catch (for all fishing areas and all fishing targets). This information is provided in section 1 of the form as follows.
On line 001 in column 3 "In fact for the period from the beginning of the reporting year" data on the total catch of fish and production of other aquatic biological resources are given, in column 4 "In fact for the corresponding period of the last year" similar information is shown for the corresponding period of the last year in accordance with the methodology the reporting year.
If an economic entity does not catch fish and harvest other aquatic biological resources, but produces marketable fish food products from purchased or customer-supplied raw materials, then section 1 of the form is not filled in by him, but sections 2, 3 and 4 are filled in.
An economic entity with which agreements on the conduct of joint activities or agreements of time charter, bareboat charter and other types of lease of vessels have been concluded and which hunts fish, sea animals and seafood with its own or leased fleet, but does not produce marketable fish food products, canned food and preserves fish and seafood or food, feed and technical other products, fills in section 1 "Fish catch and production of other aquatic biological resources" and section 4 "Economic indicators".
An economic entity with which agreements on the conduct of joint activities or agreements of time charter, bareboat charter and other types of lease of vessels have been concluded and which only produces marketable fish food products, canned food and preserves of fish and seafood, as well as food, feed and technical others products (without catch), fills in the sections,,.

Section 3. Production of fish products in physical and value terms
Culinary products (926600) include culinary products from fish, herring, caviar, minced fish and seafood, fishmeal, fish and vegetable products (cutlets, meatballs, sausages, sausages, pates, pasta, dumplings, cabbage rolls, hodgepodge, salads, vinaigrettes, pies, kulebyaki, etc.), boiled, smoked-baked and fried fish, fish sticks, fried fish in batter, fish jellies and jellies, sets of soups, etc. Culinary products do not include food mince and specially cut fish.
Other food waste (food waste from cutting) (926700) includes products obtained during the cutting of fish and food seafood, in particular, heads and cuttings of salmon, sturgeon, halibut and other fish, milk, liver and others used for cooking food dishes. Heads, tails, fins and other fish wastes used to feed livestock and fur animals are not included in the heading "other food waste (food waste from cutting)".
19. Data on the volume of production of canned food and preserves of fish and seafood are given in thousands of conventional cans. A conventional can for canned food and preserves of fish and seafood is considered to be a physical can N 8 with a net weight of 350 g.
20. Canned food and fish preserves include fish of special and spicy salting in tightly sealed containers weighing no more than 5 kg and unsterilized canned food (preserves).
According to the indicator "fish and whale meal" (928200), fish meal (928210) and meal from seafood, whales and sea animals (928220) are taken into account.
21. Each type of product must be taken into account in two units of measurement: in natural units (tons, pieces, thousand conventional cans) and its value (thousand rubles).
22. The assortment of commercial fish food products released by an economic entity must correspond to the species composition of fish caught and accepted for further processing and other aquatic biological resources accounted for in the sections and forms. For example, if there is in section 3 of the data form on the release of herring of all types of processing (code 926900), in sections 1 and 2 of it, information on the catch or reception of herring should be provided. If the assortment of commercial fish food products contains salmon caviar (926430) or natural salmon canned food (927133), then the data on the catch or intake should include salmon.
The weight of the products produced must correspond to the weight of the raw materials from which they are made, taking into account the production rates.
The volume of marketable fish food products, including canned fish (920003), must be greater than or equal to the volume of fish food products (excluding canned fish) (926000).
The volume of commercial fish food products (without canned fish) (926000) must necessarily be equal to the sum of data on its assortment: live fish (without herring) (926110), chilled fish (without herring) (926120), frozen fish (without herring) ( 926130), frozen fish fillet (without herring) (926140), special cut fish (without herring) (926150), minced meat (926160), salted fish (without herring) (926207), spicy salted and pickled fish (without herring) ( 926260), smoked fish (without herring) (926301), dried fish (926304), balyk products (926306), caviar (926400), seafood (926500), culinary products (926600), other food waste (food waste from cutting) (926700), herring of all types of processing (926900), as well as other types given in free lines.
The names of other types of products and their codes must correspond to the above-mentioned All-Russian classifier of products.
The data on the production of frozen fish (excluding herring) (926130) should be greater than or equal to the data on the production of frozen, uncut fish (926131).
The data on the release of caviar (926400) should be equal to the sum of the data on the production of sturgeon caviar (926420), salmon caviar (926430) and others (926490).
The volume of production of edible seafood (926500) must be greater than or equal to the volume of production of boiled-frozen crabs (926506).
The volume of production of canned food and preserves of fish and seafood (927000) must necessarily be equal to the sum of the volume of production of canned fish food (without preserves and canned seafood) (927100) and fish preserves (canned fish unsterilized) (927200), canned seafood (927300) and preserves from seafood (927400).
The volume of production of canned fish (without preserves and canned seafood) (927100) must be greater than or equal to the sum of the production of canned food in oil (927110), canned food in tomato sauce (927120), natural canned food (927130), other canned fish food (927160) ...
The volume of production of natural canned food (927130) must be greater than or equal to the sum of the production of canned natural crab food (927132) and canned natural salmon food (927133).
The volume of production of food, fodder and other technical products (928000) must necessarily be equal to the sum of the volumes of fat of fish, whale and sea animals (928110), fodder fish and whale meal (928200), fodder products from fish (928310), meat of sea animals feed (928372), agar, agaroid (928410), sodium alginate (928420), mannitol (928493), skins of sea animals (928970), other nonfood products (928902).
The volume of production of fat from fish, whale and sea animals (928110) must be greater than or equal to the sum of the volumes of production of medical fat (928111), veterinary fat (928112), technical fat (928115).
The volume of fodder fish production (928310) must be greater than or equal to the sum of the fodder minced meat (928311).
Section 4. Economic indicators
When a business entity completes Form N 1-P (fish), it should be borne in mind that its data must correspond to the same data given by him in other reporting forms.

COMMODITY AQUACULTURE (COMMERCIAL FISHING)
In accordance with subparagraph 5.5 of the Regulation on the Federal State Statistics Service, approved by the Government of the Russian Federation dated June 2, 2008 N 420, and in pursuance of the Federal statistical work plan, approved by the order of the Government of the Russian Federation dated May 6, 2008 N 671-r, I order:
1. To approve the quarterly form of federal statistical observation N 1-P (fish) "Information on fish catch, production of other aquatic biological resources and withdrawal of commercial aquaculture (commercial fish farming) objects" submitted by the Ministry of Agriculture of the Russian Federation with instructions for its filling, collection and processing data on which are carried out in the Rosrybolovstvo system, and put it into effect from the report for January - June 2017 (attachment).
2. To establish the provision of data according to the form of federal statistical observation specified in paragraph 1 of this order to the addresses and terms established in the form.
3.With the introduction of the statistical tools specified in clause 1 of this order, the Rosstat order of January 16, 2015 No. 5 "On the approval of statistical tools for the organization by the Federal Agency for Fisheries of federal statistical monitoring of fish catch, the production of other aquatic biological resources and the production of fish and other products from them, by the production of commercial aquaculture products (commercial fish farming) ".
