In 2015, on behalf of the Government of the Russian Federation, AST GOZ LLC, together with the Federal Antimonopoly Service and the Federal Security Service, began work on the creation of a specialized electronic trading platform for closed procurement procedures for the state defense order.

How to register

The first step is registration in the unified information system. It takes place electronically. The procedure is contained in the Decree of the Government of the Russian Federation of December 30, 2018 No. 1752. The legal entity will need the following information and documents:

• Name;
• code of the reason for registration with the Federal Tax Service;
• renomer of a legal entity;
• the address;
• activity code;
• belonging to the SMP or SONKO;
• Full name of the head and his passport data;
• Website address;
• contacts;
• copies of constituent documents;
• decision on consent to major transactions;
• extract from the Unified State Register of Legal Entities.

IP will require:

• residence address;
• E-mail address;
• contacts;
• passport data;
• OGRNIP;
• date of registration as an individual entrepreneur;
• belonging to the NSR with an indication of the category;
• copy of the passport;
• extract from the EGRIP.

You need to register through the “Personal Account of the Procurement Participant”, in order to enter it, you will need an EDS. Procurement participants are entered into the register. The Federal Treasury is responsible for this. Registration is given for 3 years.

It is impossible to work for AST GOZ without accreditation. Please note: if a participant participates in purchases with state secrets, he must have a license. Until the end of 2019, you can independently accredit the ETP by submitting documents. Since 2020, the site operator issues accreditation only on the basis of an application, provided that the participant is in the unified register of procurement participants.

Eight questions about the work of the electronic platform for the supplier

Since 2019, the rules for the work of suppliers on electronic platforms have changed. All procurement methods under Law No. 44-FZ have become electronic, so both the functionality of the sites and the actions of procurement participants on the sites have changed. There are now eight selected sites for public procurement and the rules for working on them are the same, despite some differences in the regulations. Registration on the AST GOZ trading platform is free for both customers and suppliers. However, access to procurement is impossible without purchasing ViPNet software, which will cost about 10,000 rubles.

Regulations

Let us dwell on the documents that the participant must develop and approve. These are the regulations for the use of CIPF, the act of installing the CIPF and the register of the CIPF. To make a purchase with a state secret, enter the information into the plan and schedule and get approval from the Federal Antimonopoly Service. Choose a supplier in closed ways. How to work

Customers send invitations to participants for a closed procedure. How does this happen? The customer requests from the ETP operator information from the registry that meets the criteria. The request must specify the requirements for participation, including the presence of the necessary permissions. AST GOZ responds to a request within an hour and provides data. Further, the customer forms a list of potential participants in the procedure, transfers them to the site operator, who, in turn, sends them invitations.

If special permits and permits are not required to participate in the procurement, the list of potential participants is not compiled. The customer simply sends invitations to the AST GOZ operator and asks to send them to accredited participants in closed electronic procedures.

If necessary, a notice is posted in the EIS. This must be done 1 working day before the date of sending the invitation to the operator of the specialized electronic platform.

Do not send invitations to participants who:

• no accreditation;
• there is no entry in the register of participants in closed procedures;
• 3 months or less left until the end of accreditation;
• there is no license with the required degree of secrecy.

Documentation of the procedure is attached to the invitations. If a notice is posted, any participant who has read it has the right to request documentation from the AST GOZ operator. The request is processed within an hour. Only those participants who have received documentation can apply for the procedure. The application is submitted to the ETP operator, it is processed within an hour and a notification is sent to the participant. An application may not be accepted if:

• security requirements are violated;
• 2 or more applications submitted by one participant;
• the deadline for submitting applications has been violated;
• less than 3 months left until the end of the participant's accreditation;
• the participant is in the register of dishonest suppliers.

What is AST GOZ?

How to connect to the AST GOZ trading platform

The process of connecting to a closed site is a complex and lengthy process, get ready for a long registration procedure.

AST GOZ is a closed electronic auction (), to participate in it, you must submit an application, or rather several applications.
