Sites are blocked at the request of Russian government agencies. Roskomnadzor maintains a list (register) of prohibited sites, and providers are required to block people's access to them. For example, the Prosecutor General's Office can, without a court decision, restrict access to websites that call for riots, illegal demonstrations and marches, incitement to hatred, participation in extremist and terrorist activities (Law 398-FZ). Also, sites (pages) that have violated the law "On the Protection of Children from Harmful Information" are included in the register.

In Russia, the websites of Grani.ru and Kasparov.ru are blocked, in particular (for more details, see below :). When I try to open any of the blocked sites, I get a message "Dear users, we apologize, but access to the requested resource is limited."

On November 9, 2015, the Moscow City Court decided to "permanently block" the popular torrent tracker RuTracker (the decision should come into force on December 9). This was done at the request of the copyright holders. On December 4, the second decision on permanent blocking was also made.

How to bypass the blocking?

On the computer

  • The Tor Browser project is a simple and popular way. It is necessary to download and install the browser (it is possible to choose the Russian version). Be prepared for the fact that the pages in it will open noticeably slower than usual. There are versions for Windows, Mac OS and Linux.
  • Roskomsvoboda OpenRunet project - open the site and you will be prompted to install the extension corresponding to your browser.
  • Browsec extension for browsers Chrome, Firefox, Opera. There are free and paid versions (paid - faster servers).
  • ZenMate Extension for Chrome browsers and Firefox (versions for Internet Explorer No). Widely known. When activated, it will ask for an email address.

  • Opera browser with built-in VPN (introduced in version 40). First, the VPN function will be disabled, it will need to be activated in the browser settings in the "Security" section. After that, a VPN icon will appear in the browser, when you click on which, the VPN function turns on and off.

  • VPN (virtual private network) - this is usually paid, for a trial you can pay for a month. Known NordVPN (from $ 3 per month), AltVPN, Hide My Ass! Why is the site blocked?

On March 13, 2014, Roskomnadzor blocked the sites Grani.ru, Kasparov.ru, EZh.ru and Echo of Moscow (grani.ru, kasparov.ru, ej.ru). Also, for some time, access to LiveJournal (livejournal.com) and the site of Echo of Moscow (echo.msk.ru) was closed.

Roskomnadzor spokesman Vadim Ampelonsky told Interfax that the sites Grani.ru, Kasparov.ru, EZh.ru contain calls for illegal activities and participation in mass events held in violation of the established order.

The temporary blocking of LiveJournal and the Ekho Moskvy website was connected with the request of the Prosecutor General's Office to block Alexei Navalny's blog in the LiveJournal, copies of which were posted on the Ekho Moskvy website.

As of March 14, LiveJournal no longer provided access to Navalny's blog in Russia, Echo of Moscow stopped hosting it. Access to both sites is now allowed.

Grani.ru was initially blocked at the request of the Prosecutor General's Office for "illegal calls", but the prosecutors did not disclose which materials on Grani contained these "calls" (thus, the law was violated by the prosecutors themselves). In January 2015, Grani.ru received a second warning from Roskomnadzor in six months, and now the publication can be closed by court, in accordance with the legislation on the media. The second warning was related to the publication, illustrated by the cover photo of Charlie Hebdo magazine, with a caricature of the Prophet Muhammad.

Unfortunately, completely harmless sites are often blocked, which, by an unfortunate coincidence of circumstances, are located on the same server as the site objectionable to the authorities. This is because they have the same IP address, and providers (Rostelecom and others) have the right to block the site not by domain name, but by IP address. In Russia, 93% of all blocked sites (about 70,000 pages) were banned for no reason, along with prohibited materials. In the summer of 2015, Roskomnadzor demanded that Wikipedia remove information from an article that was declared banned by a Russian court. The Wikipedia community refused to do this because the article complied with the draft rules. Then Roskomnadzor instructed Internet providers to block the article, but since Wikipedia uses a secure connection (HTTPS), providers could not block only one article, and began to block the entire Wikipedia site. On the same day, Roskomnadzor excluded the article from the register of prohibited information, announcing that the article had been edited and that they were satisfied with it. Since, in fact, the article has not changed, we can conclude that something else influenced the decision of Roskomnadzor.

In general, it should be admitted that on this moment the Russian authorities have every opportunity to block any website without even having to explain to anyone the reasons for blocking. Without the use of special tools, access to such a site on the territory of Russia will be impossible.

The human rights group "Agora" has released a report "Internet Freedom 2015: Triumph of Censorship", dedicated to the restriction of Internet freedom in Russia. During the specified year, more than 9000 censorship acts were counted.

Why is the site unblocked, but you can't go to it?

    Why is the provider blocking the site?

    Most likely, the site contains information, the dissemination of which is prohibited by the Federal Law of July 28, 2012 N 139-FZ "... On the protection of children ...".     Roskomnadzor obliges Internet providers to block user access to an Internet resource containing information prohibited by law.
    Blocking sites without a trial is possible after the decision of the federal authority if:
    - materials with pornographic images of minors or advertisements for involving minors as performers to participate in entertainment activities of a pornographic nature;

    Despite the fact that censorship is prohibited by the Constitution of the Russian Federation, this movement took on a serious scale and in 2015 the Internet community even introduced error code 451 specifically to denote pages rejected by censors. To be fair, I would like to note that such activities are not unique to Russia, for example, copyright holders and defenders are active in other countries as well. But only in the Russian Federation, lobbyists of copyright holders, with the support of Roskomnadzor, were able to push through the law on anonymizers.

    What is the Unified Register of Banned Sites?

    A unified register of domain names, pointers to pages of sites on the Internet and network addresses, allowing to identify sites on the Internet, containing information, the distribution of which in Russian Federation prohibited - automated Information system and a database of sites containing information prohibited for distribution in Russia.
    The register is administered by Roskomnadzor. The register was created by the Federal Law of July 28, 2012 N 139-FZ "... On the protection of children from information ...", which amended the Federal Law of July 27, 2006 N 149-FZ "On information, information technology and on the protection of information ”.     Does this miracle have an official website?

    Alas, an ordinary user will not find prohibited sites on the Roskomnadzor website. The complete list of prohibited sites can and should be received only by Russian Internet providers and some other categories of "dedicated". In theory, anyone can find out there whether the site of interest or individual pages of the site is in the registry, and even before sending this information to providers. It would make sense, for example, for site owners, if the information there is reliable.
    Although the sites blocked by Roskomnadzor by decision of the Prosecutor General's Office and for copyright infringement are on other lists, they are often collectively referred to as the register of prohibited sites.
    In addition, Roskomnadzor maintains the Register of Information Dissemination Organizers and the Register of News Aggregators, but sites from these registers are not banned or blocked.

    Where can I find a list of all prohibited sites?

    How does the provider block the site?

    First, someone must ban the site and notify Roskomnadzor about it, which adds to the list of banned sites:
    - usually the so-called single resource locator - the URL of the site page,
    - sometimes the entire site ( Domain name),
    - in addition, the IP address of the site is entered (which is the same for any page of this site).
    Roskomnadzor then informs the hosting provider and, if the site owner is available, that the non-kosher content needs to be removed. If it is not deleted, then the site included in the list of prohibited sites is transferred to all telecom operators (including your Internet provider). He should restrict your access to the Internet resource. In this case, the provider himself chooses the method of restricting access to prohibited information, depending on the technical means available to him.
    In the past, IP blocking was widely practiced by ISPs. As a result, other innocent sites that had the same IP address were blocked as well. This caused serious criticism and forced most providers to abandon such a vicious practice. Today, most ISPs are technically capable of providing page-by-page URL blocking of http sites and have even started using it instead of simply blocking any site entirely. But according to the https protocol, the site domain is completely blocked if at least one of its pages is prohibited.
    Check with your provider for details, since you have chosen it. At least feel free to write to the provider at email to the support service and find out the relationship in the case when you are not clear about the reason for blocking a site.     Foreign Internet providers, in principle, should not block the access of citizens of other countries to websites prohibited in the Russian Federation, but there were precedents.

    Who exactly is censoring the Internet?

    When compiling a list of prohibited sites, Roskomnadzor is guided by the decisions of the following bodies:

    Also, according to the law on mirrors of pirated sites, the decision to restrict access to them can be made by the Ministry of Telecom and Mass Communications.
    Probably, in most cases, the censors themselves begin the process of blocking the site in order to report on their activities useful to society. And in general, the procedures for getting a non-kosher site into the prohibited list and removing it from the list are followed.
    Litigation is generally a chore, therefore pages blocked by courts are rarely removed from the Register, the Lurkomorie site is still a pleasant exception. And when the home page of a resource is banned, it is almost equivalent to banning a domain ... However, the practice of changing the domain name by the owners of sites after they are blocked has also become widespread. Therefore, a law was passed on the operational blocking of mirrors of pirated sites, that is, their copies with a different domain name.

    Having legalized internet censorship two years ago, Russia has joined a long list of countries that somehow restrict their citizens' access to information in global network... By the way, even developed, prosperous countries like the United States and members of the European Union do not disdain this. And as is usually the case, the law is nowhere perfect.

    In our country, in particular, he sins with excessive cruelty and promiscuity: as they say, a child is often thrown out with water. Roskomnadzor, which is instructed to maintain a "black list", because of several "bad" pages, can block access to the entire site containing these pages. This was the case when Russians were denied access to the (now permitted) Internet Archive (www.archive.org), a highly useful non-profit resource that stores a copy of almost every site on the Web. The same is with the (still blocked) "Rutracker" (rutracker.org), where, in addition to obvious pirated copies, the musicians also publish quite legal copies of their own works.

    And it also happens that Internet providers are too lazy to remove the block, although the site has already been removed from the Roskomnadzor list (you can check the address on the page blocklist.rkn.gov.ru). So, for example, my ISP (MTS) still won't let me go to archive.org.

    However, do not think that Internet censorship only occurs on the scale of an entire country. On the contrary, the lion's share of bans exists only within individual organizations and companies - they are set by employers who do not want employees to have fun on Facebook, YouTube and other similar resources during working hours. Bypassing such a prohibition, you certainly will not break any laws.

    In short, there are situations when you need to get information that is not prohibited by law from a site that for some reason is not available on your computer. What to do? Use legal tools to bypass blocking and necessary information receive. Blocks are very simple (both at enterprises and at the "border"). The server through which you access the Internet checks which address you are accessing, and if it is on the list of prohibited addresses, returns you a standard "stub": they say, access to the resource is limited.

    This means that you need to make sure that the server cannot see what exactly you are requesting. Below is a list of tools that allow you to solve this problem, with increasing complexity.

    Search engine cache

    The idea is ridiculously simple and boils down to getting the "forbidden" page from the memory of the search engines that once visited it. For example, for Google it looks like this: click the little green arrow next to the site address and select the "Backed up" option. Both Yandex and Bing have a similar option (called a "cached page").

    Turbo mode in the browser

    Some browsers - first of all Opera and Yandex.Browser - offer the so-called "turbocharged mode". The idea is to send a stream of data from the site to you through a server owned by the browser developers, where this data will be compressed. This way you will spend less traffic, and sites will load faster on average. However, in addition to speed and economy, this mode has a pleasant side effect: your ISP does not know what you are viewing. Even if you access a prohibited site, say, rutracker.org, from the provider's point of view, your browser communicates with the Opera or Yandex server. Therefore, they will not block you.

    You can enable turbo mode in the main browser menu (Opera), or in its settings.

    Proxy

    A proxy server or, in common usage, a "proxy" (from the English proxy - a trusted person) is a server that acts as an intermediary: you trust him to receive the information you need for you. Since, from the point of view of your provider, when requesting a forbidden resource X through a proxy, you are referring to the proxy server, and not to X itself, then again they will not block your request.

    In the simplest case, the proxy server is made in the form of an ordinary site, where you need to enter the address of the resource you need. These are, for example, Proxfree.com and Stealthy.co. Both are free.

    A more complex option, but also more convenient: register the IP address of the proxy server in your browser settings. So in Firefox browser for this you need to go to "Settings -> Additional -> Network -> Connection", enable the option " Manual setting proxy service ”and enter the IP-address of the proxy server (taken from one of the lists that go around the Internet a lot, for example from proxylist.hidemyass.com). Now all your browser traffic will be redirected through the proxy server.

    Finally, some proxy services have their own browser plugins / extensions. For example, in the list Chrome extensions can be found "Stealthy" from the aforementioned Stealthy.co site. Install it, and you will get the same result as in the previous case: all browser traffic will now go through the "proxy".

    Imagine that you managed to stretch your own cable to some foreign Internet provider, for example, to Germany. Now, connecting to the Internet, you will look like a client of this German provider for the whole world. And no blockages installed at your enterprise or in Russia, of course, will not interfere with you. This is exactly how VPN works - with the only difference that the cable is not real, but virtual, created by software.

    VPN itself stands for virtual private network - virtual private network. Here, an encrypted channel is organized between you and the VPN provider for exchanging data that an outsider cannot read. Such a service can be both paid and free, differing in speed and set of functions. But it's better to start with the free ones: VPNbook.com, CyberGhostVPN.com.

    The setup instructions are usually included and are quite standard: "Control Panel -> Network and Control Center. general access-> Setting up a new connection or network -> Connecting to a workplace -> Connecting via the Internet with using a VPN". The VPN server address, username and password can be found in the instructions for a specific service.
